More on the recent U.S. Supreme Court decision: 
Koontz v. St. Johns River Water Management District
“It is settled law that a regulation of land that is too restrictive, can effectively ‘take’ property from its rightful owner; under the Koontz decision, a taking can also arise based on excessive conditions even if the project is denied or when the ‘taking’ is actually a requirement that a permit applicant pay certain costs unrelated to the project for which approval is sought…..The implications of Koontz, while conjectural, could prove to be significant for landowners in Minnesota.”
