Business Property Carries Large Tax Burden and Subsidizes Other Properties in the Same Jurisdiction
Effective tax rates – taxes payable as a percentage of market value – have actually been lowered for every class of property since reforms were enacted in the late 1990s.
But even after reforms, the effective tax rate for business property is three times higher than for homes
(see chart below).

Business property comprises 13% of total state market value but pays 31% of all property taxes – paying 2.4 times more in tax than its value.
